. >>> new at 6:00, there's an odd new trend on the streets of oakland. when it comes to traffic stops, police there just don't make them like they used to. cbs 5 reporter joe vazquez explains why the numbers are down so much. >> reporter: as we drove the streets of oakland this afternoon the only police cars we saw were parked at the oakmont police substation. truth is site of a cop pulling over a car is more rare. the number of police stops in oakland is down some 75% from a few years ago. that's according to numbers obtained by the "chronicle" which shows oakland police made about 68,000 stops in 2008 and 2009. in 2010, the number went down to 49,000. in 2011, another huge drop to about 25,000. and by the end of this year, the projected number of police stops in oakland will be 15,733. police cite factors including layoffs which reduced the police force by 25%, cops running from one 911 call to another making it harder to make stops in between. also, special investigative and traffic teams have been disbanded including the motorcycle squads. >> just the motorcycle squads alone would

. it's moving fine all the way down towards danville. elsewhere the nimitz 880 through oakland, they picked up some overnight roadwork in lanes. northbound and southbound both fine past the coliseum. and some drive times for you in the east bay. westbound 80 that eastshore freeway commute from the carquinez bridge to the maze clocking in at 19 minutes right now. it is slow and go through livermore. that's why you see the yellow drive time from the altamont pass towards 680 but the nimitz and westbound 24 both fine. bart on time and a quick check. bay bridge. it looks like the fastrak lanes, the middle lanes are still getting by okay but check out the cash lanes. we are seeing delays beyond the first overcrossing >>> they are not done yet. the highest tides of the year are washing over california coastlines today. the so-called king tides submerged beaches all along the shoreline yesterday. in some spots, the water rushed right into town. the tides hit their peak yesterday around mid-morning. some areas the water rose by just a couple of inches but others it was up by several feet. we

the bay bridge toll plaza. the drive time is 16 minutes from the oakland a's and to downtown san francisco. no major problems it is just the 7:00 hour. yet a full weight at a toll plaza and it is crowded at the end,. the east bay if you're planning on using the the nimitz is getting slow for the southbound ride around to 38. it will be a crowd approaching 92 and want to get past 92 through hayward it is stop and go towards union city. traffic in the south bay is not bad but it is building up. 1 01 headed north out of san south san jose is crowded as you approached 87. it is also slow 85 approaching highway 18. >> mountain as the high school and lincoln elementary are reopening this morning. the schools were closed yesterday after found graffiti at a nearby school that made a threat against a male teacher at monte vista. >> everything as a starting to pick up an all-out of teachers and have made their way into the parking lot. everything is reopening this morning after a very scary day for them yesterday. this happened just before 7:00 yesterday. officers went to check out graffit

going on. perhaps even worse than san francisco or oakland or san jose, but i can't rest on the lores that we might be better in employment. we might be better not having that many homicides but we lost a lot of the african-american community in the last 10-20 years. we lost the redevelopment agency that gave a lot of promises. i am trying to keep those promises, but i've got to find more and better ways to interrupt the violence, and i want today to register a personal appeal to our religious leaders to help me do that, find ways. i suspect it's not about money. it's not about numbers of jobs. it's about who we talk about and who we relate to, and how can we penetrate barriers or vacuums where there is no conversations going on? how do we talk to kids that don't have a mother or father? who are they talking with? how do we talk with their aunts or grandparents or brothers or sisters and tell them that we care and get them into a conversation with us. how about putting down the guns? what is it that they need from us to assure them that we have a safe passage for them to be dealing wi

own helicopters in oakland or san francisco itself, as was already mentioned to, san francisco is very difficult to get to in the case of a major event. it's either going to be getting people in or obviously getting across the bridges and getting material in. while we have the transport ability on the ground we don't have a lot of aircraft capability. most of our facilities wouldn't come in via aircraft anyway. the services we need, it's not typically getting the people, it's getting to the location you need to do the work. while we can drop folks via helicopter, we do that on a pretty regular basis during fires and storms up in the mountains, it's going to be able to get the roads clear and get the bridges open or get access into the location for which we need to get to. in fact, we suffered tlie that in a lot of the big cities just even during commute times if there's a minor emergency getting tlau and we have a relationship with the city here in san francisco where the fire department and the first responders have reached out to us and will help us get there. i can't say we hav

plaza. is just slow commute heading into the city. your back of does not extend to oakland mayes is backed up on that 880. the meteor light sour 01metering lights are on. theryour drive time is still 12 minutes from hayward to foster city. we had an earlier accident on southbound but that was quickly cleared. it is not causing any delays. if you plan on using highway 580 they had rolled construction. they are repairing eastbound. this is between greenville and northland. it is down to one lane so you have all of this traffic try to squeeze by. only the three right lanes are closed. this will go to 9:00 a.m. this morning. this is all so slow and stop and go out of tracy. give yourself extra time for both of the size of 580. >> the highest tide of the year called the teen tied causing flooding and traffic headaches in the bay area. in mill valley, the northbound 101 at highway 1 ramp was closed because the water was too high. he even so, some drivers went through it. a popular bike path was also on the water for some cyclists to turn around. the park and ride lot looks like a lake. on

improve interoperatability communications with the city. if we were needing assistance from oakland police department and they needed to come into san francisco, we have a really good structure to be able to implement interoperatable communications over the radio. but with the military this is a whole new set of radio frequencies, radio technology, even before the planning we didn't know what they had. it took us several planning opportunities and meetings to flush through some of that information and one of the biggest take aways for us, as a city we're required to have a tactical interoperatable communications plan. it describes how you interoperate in an emergency or an event within the city as well as regional partners. we don't have that with military and i think that's one of the biggest take aways, we need to really flesh out a document so we have captured who our contacts are, what technology they are going to bring to the table and start that initial planning from the get-go. we also had some technical challenges with land mobile radio. you know, we have the coverage issues
